Yes, Glance can be used to manage ISO file and this can be configured to shared
by multiple instances as is.
But as far as I know, this ISO image cannot be used to boot an instance.

if you want to reset password when vm running, you need use qemu guest
agent.
I think it is impossible thought cloud-init or metadata.
