depends on what you mean by inaccessible, your VM is probably still up and
running on the compute node. but you won't be able to access them remotely
as your controller node ( which is hosting neutron ) is down.

It appears to be network issue. Please check installation logs for more details:
Can your host system reach internet?
If so, is it behind any firewall?

That's definitely a helpful improvement, but isn't there a way to get the
full error as well rather than an error about serializing the error?
