I think you should have
On controller node -
1. neutron-server running
2. plugin.ini network_vlan_ranges = physnet1:200:209,Extnet_
On neutron node
1. All service ( dhcp-agent, l3 agent etc except neutron server) running
2. plugin.ini
tenant_network_type = vlan
network_vlan_ranges = physnet1:

ovs_neutron_plugin.ini on my network node I have:
tenant_network_type = vlan

bridge_mappings = physnet1:br-eth2,Extnet:br-ex
and when I run this command I get an error:
