I believe that you have broken your configuration files. Please do make
sure that your nova confi files are proper. I had similar issue where in i
had to change the libvirt option to QEMU because some KVM issue and the
images started spawning.

It is common to loose your network in 3 NIC setup that is why the third NIC
card, its ok if you cant ping your public IP directly. But this work around
wont hurt either. This work around has been implemented in two nic VLAN
method in the same git repo.

I think this should solve the metadata issue, but there is one more issue,
the instances do not seem to get IP address and also it is not so clear
weather to use L2 with L3.

it may be due to some configuration errors or also due to lack of physical
resources (servers which host compute nodes). It happened to me with less
h/w resources on compute.
