Continuing my investigation, I tested the same setup on latest Devstack and
it works fine there.
I have also set up a fresh test environment with latest Folsom from ubuntu
cloud repo. Setup consists of single controller and network nodes. Still
have the same problem as reporeted before.

Finally I figured out the problem of dashboad sign in failure. After an
upgrade of openstack packages, I must have changed the config in my
nova.conf accidentally. In order to be able to sign in on dashboard,
enabled_apis must at least have osapi_compute. In my case, this variable
was set
