Initially I faced the same issue with bexar release of Nova, when I
installed on 3 node cluster. on Ubuntu 11.04 server edition.
I am suggesting you to check the following.
1. On master node, check /var/lib/nova/instances/_base directory for files.
There you will find two executables.
