After seeing Soren's arguments for, I could actually go either
way. Putting them in and possibly installing them is not the
traditional way, but I see the potential value Soren points out.

There's a discussion going on in a merge proposal about whether tests
should be in a tests/ dir off the root of the source tree, or
interspersed amongst the code. Currently, nova has them in and swift has
them out. It seems like there is no reason not to be consistent across
projects on
