Does OpenSSL FIPS version has other ways for solving the above error?

Hello,
I have encountered a problem when trying to use OpenSSL command to decode
PKCS12 file, I am using OpenSSL 0.9.8j that was build with FIPS support
enabled.
When working in non FIPS mode I perform the following operation
successfully:
*
K:\>openssl
OpenSSL> pkcs12 -in k:\server.p12.pfx

Hi All,
I have some weird problem extracting Subject field from certificate when
using windows API and openssl API.
Using windows API results the following subject:
e=li...@mailaddress.com,CN=lior,OU=SLS,O=Sales,L=Depart,S=NLS,C=DE
And using openssl API / openssl.exe utility results
ing containing the binary stream of the entire certificate content in
ASN.1 format. This is useful to discover if special SubFields are present.

Do you know what might be the problem?
Thanks,
