I had to change the names of the .lib files to:
"dcmtkcrypto_d.lib" - debug version
"dcmtkcrypto_o.lib" - release version (optimized)
"dcmtkssl_d.lib"- debug version
"dcmtkssl_o.lib"- release version (optimized)
This was required by the DCMTK team's CMak
