compiling openssl-0.9.7c on redhat 3.0.3

ngs to a glibc-devel rpm which I cant seem to find for 3.0.3. I was hoping someone might have already gotten this version of openssl to compile on 3.0.3 or know a way around this error. Thanks for your help, Jonathan Sabo Code 5580 NRL __
