you want/need this installation to be 'systemwide'. I would think
that a VPN package usually would be, although not necessarily
@openssl.org

Otherwise, you need to change the "dir=/etc/openvpn/keys" line to a
directory that you have write access to, then 'echo 1 > index.txt' in
that directory.
