I am working with a SSL client that connects to the various secure
webservers. Randomly it gives the SSL_ERROR_SSL when we try to get
reason of SSL_read failure using SSL_get_error. Further calls to get
more error from the stack using ERR_get_error_line_data indicates
error:14094419:SSL r

The client needs to have the appropriate CA certificate to verify the server
certificate.
Load the CA cert to the context object using
SSL_CTX_load_verify_locations() .

If the error is in SSL_connect(), try analysing the return value of the
method by using the SSL_get_error(). It provides insight to the failures in
handshake.
