We finally resolved the problem with non-transparent proxy. It seems
Flash plug-in in Chrome is not clever enough to get proxy settings
from IE.
There may be other explanation as well, still the fact is now
Openmeetings works for me behind non-transparent proxy when I use IE.

there is no problem with a proxy (squid) in a transparent mode
there may be problems when a proxy is set in a browser - I'm
investigating that
