I ended up just doing this, not sure why this would work and not OI
pkg (if /legacy was an almost exact copy of /dev from
opensolaris.org):
r...@coke:/# pkg set-publisher -G http://pkg.openindiana.org/legacy/
-g http://pkg.opensolaris.org/dev/ opensolaris.org
r...@coke:/# pkg install runtime/java
