[OE-core] ICU not working on powerpc (ppce500v2)

Hi, I get an issue with icu (54.1, I am testing with Yocto-fido) on powepc (I am testing with a p2020rdb from Freescale). Running icuinfo on target I get: Copyright (C) 2014, International Business Machines Corporation and others. All Rights Reserved. icu4c International Component
