A bit more information. It will scroll if I've set view mode to continuous so
that there is a scroll bar, but if there is no scroll bar it doesn't advance to
the next page.

If you have a mouse with free spinning mouse wheel, which doesn’t scroll in
discrete steps, this is Bug 443404.
You can actually advance to the next page, but you need to sroll so fast that
Okular sees so much scroll
