Hello:
Okular has been updated in my Debian system to version 1.9.2. I can
see that the pan tool (hand icon) has been disappeared and I can't
find it in any menu. Why this tool is anymore present?

Nobody took this tool away. It is still there in current git master,
and if you don't see it there must be something wrong with your
installation. Sorry for not being able to be more helpful.
