That works on my machine, but I don't know if this is a feature specific
to KUbuntu or KDE in general. It relies on dvips, which is a command-
line utility for converting DVIs that Harsh already mentioned.

It's offtop here. Use dvipdf tool (it don't have gui) or something like this.

I do not think Okular does much on the format-conversion front. There
are a few exportable formats it provides but that's not really serving
as an inter-format converter. You should explore other tools, like
dvi2ps/ps2pdf/etc. to get your conversions done.
Please correct me if I'm wrong.
