Good day!
Thus okular supports following hiper links, from TOC for example, it will
be nice to implement "Previous" and "Next" buttons in conjunction with
"Previous page" and "Next page" buttons. In my opinion this functionality
can be really useful.

I can open two instances of the same file fine here, although not from
within Okular (have to do it via Dolphin/KRunner). Is that not enough?
Using Okular: 0.10.80 on KDE: 4.4.74
