I would venture it had something to do with generating the page thumbnails as
this document is apparently a whopping 8668 pages long!
Maybe not a use-case worry too much about, unless you want

Okular, due to its page-oriented nature, has to know the number of pages and
the size of each beforehand. This means load each page, one by one.
kchmviewer is just a normal HTML viewer which
