Here on KDE Neon, the icons are centered. I guess Arch and Neon configure it
differently somewhere, or one of us two has configured it somehow.

What Wen would like to add is probably almost the same as Kate does.
When the user starts editing a document, Kate creates a backup of the document
file, which contains all changes made by the user (with a delay of a few
seconds).

I don’t know exactly what overprinting is, or what your requirements are.
I understand it as a feature similar to PDF layers.
Okular has a side panel for layers, you can try it with the last page of what
a quick internet search gave me:
