Possible solutions would be WONTFIX, or to load the default zoom in
Part::configChanged when no document is loaded.

You should be aware, that when you use the configuration dialog, there is
already one Part¹ loaded. And that Part loaded the old configuration.

Thank you. OK, I uninstall Okular Flatpak and reinstall with the
software manager (apt).
It is an old version (4:17.12.3_Oubuntu1) but it works (It feels like
we're back on Windows XP).
