I was learning to get to $ make html to work. These are the final steps
that I used on my test branch in my numpy repo:
$ sphinx-build -b html doc/source builddir
> >> build succeeded, 165 warnings.
$ make html
>> make: *** No rule to make target `html’. Stop.

Thank you, it works perfectly now.
I wrongly assumed that I'd installed the latest version.
As it happens, conda currently ships the version 1.7.4 of sphinx, as
against the latest version 2.0.0.
I did this: pip install -U sphinx
