A few weeks ago I opened a bug
https://bugs.launchpad.net/nova/+bug/885634. Whilst debugging the
problem I encountered a flag in the configuration file that addressed
the issue (this did not help...). I am sure that the orchestration
updates will contain a number of parameters in the nova.conf
