[Netstack] Quantum Packaging Update

Hi, I have gotten the packaging branch working as a branch of lp:quantum. This means that we should be able to merge in changes to Quantum, as well as merge this code into Quantum. I put the branch up here: lp:~tylesmit/quantum/quantum-packages
