I highly doubt that. It is not easy to configure, certainty trial and error
approaches will generate low performance.
I have Mikrotik CCR in production and everything the manufacturer states it
does, it does for me.

The UDP source IP address is not enough to drag to this conclusion, but the
MAC ADDRESS was very convincing to me.
