Don't take this the wrong way, but I'd *highly* suggest hiring a network
engineer that has done this before. The fact that you started here is very
concerning, and if your ISP isn't filtering your sessions carefully, your
mistakes can cause problems for other people.

It looks like you're doing everything right here so this might seem
like a dumb question, but how sure are you that it's not working?
In my experience on the 4500, 6500, 3560/3750, those ACL/route-map
counters sometimes don't work because of CEF and friends, and at best
they count number
edo relays? I'm guessing that
there are quite a few Windows Vista+ systems that could benefit from
having a few closer Teredo relays and it's probably a similar amount
of traffic that you're seeing compared to 6to4 tunnels.
