I am not sure what you mean here, are you saying to make money off
charging 0.278kWh the cost from the utility provider would need to be
0.15kWh? Are you saying the power rate is low?

Where are you seeing that kind of pricing? The utility cost would have to be
sub $0.15/kWh to even pay the bill with 20kW, ignoring any cooling.
