Probably so. I sent them an email and had no issues turning up a PNI… but our
traffic from them was/is pretty heavy, resulting in very high consumption of IX
ports.

Elijah, last I spoke to someone from Fastly after posting here they had
mentioned that bilateral sessions are only possible after 500Mbps 95%ile of
traffic, other
FWIW emailed me and wanted to peer and then said file a ticket. I filed a
ticket and they never responded.
Then when I log in to the ISP portal it suggests I should peer with them
and file a ticket.
