Elijah, last I spoke to someone from Fastly after posting here they had
mentioned that bilateral sessions are only possible after 500Mbps 95%ile of
traffic, other
FWIW emailed me and wanted to peer and then said file a ticket. I filed a
ticket and they never responded.
Then when I log in to the ISP portal it suggests I should peer with them
and file a ticket.

I've been trying to contact Fastly for over a month to setup a bgp
peering session with them, but I haven't gotten a response from three
separate emails. They say they "Have a selective but generally open
peering policy"
If I haven't gotten any response should I just take that as a "No"?
