can't start server

I am sure that this problem has already been answered but some how I can't figure it out. When I try to start the mysqld I get the error 2002 can't start server: Bind or TCP/IP port: Address already in use or... I check that the damoen is not runnig (ps -ef |grep mysqld ) and shows nothing runni
