Eclipse also could not connect to ADB, but successfully started it...
The solution was I moved the adb.exe to its older SDK location:
/tools. In the newer SDKs it is moved to /platform-tools subfolder.
Again:
* All the 3 IDE successfully started adb from its new locat

(sorry for the similarity, this message is not supposed to be a duplicate or
similar, only a new diagnostic info about what is going on)
To be short the same experiment with installed MonoDevelop (latest)
Note, the my phone device is attached, and emulator image '403' is
definitely running.
