We are building our own perl 5.24.1 perl package for debian to fix some
bugs (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=900739)
As a result, the date ticking over to 2020 broke the build due to tests
in 5.24.1

I would like to request that the Net::DHCP namespace be transferred to
my user DJZORT as i have been making Net;:DHCP releases for some time
now.
