PAUSE admins wont grant release bits without you contacting rhandom and
asking him to either merge the patch or give you co-maint. The comment
trail I see on github must be frustrating, I'm sure.
Email him and give him time to respond. How long to wait? Inexact
timeframe I'm afraid.
