request to add DBD::RDB to the module list

Hi, i recently uploaded a DBI driver "DBD::RDB" using the author-ID ASTILLER. It is a DBI driver for Oracle RDB running on OpenVMS only. I kindly ask you to check if it is possible to add it in the module list in the DBI/DBD driver section. The initial version of the module was released at 17.11.
