I'm afraid I no longer have rights on the distribution - I had either
given up maintainership rights on my distributions, or in this case
dropped my co-maintainer permissions, which means PODMASTER has the
original creator permissions on it.

I took on maintainership of the HTML-Format distribution a few years
back as it was rotting and unloved.
This is one of the modules where despite being named HTML-Format the
base module within it is HTML::Formatter, and a bug has been raised
against it for this:-

HTML::Scrubber has had no releases since 2004, and the author podmaster has no
perl related activity that I can see since 2006.
HTML::Scrubber has a number of bugs filed against it including a security
related bug.
