Why is it claiming that the version numbers changed when the files neither
changed nor have a version number?

The spurious error doesn't seem to have had any effect. 1.8 and it's
modules are currently properly indexed on search.cpan.org. (If you got an
email saying otherwise, ignore it. I caught the site in the middle of
updating itself.)
