I'm willing to help out with the basic PAUSE duties. As you know I was a PAUSE
admin for a long time then left when several people were already handling it.

I've been moving my releases to the PAUSE user BRIANDFOY so that they align
with the username I use everywhere else. Right now BDFOY has co-maintainer on
Dumbbench, and I'd like to add BRIANDFOY to that.

I saw that Perl-Version has ADOPTME for the primary maintainer. I've made the
recent releases as comaintainer, so I'd like BRIANDFOY to be the primary now.
