Finally fixed!!! The joy!!!
If I uncommented those lines without supplying apache argu in the way you
mentioned I got the formentioned error. Now I've given apache that argu and
commented these out and all running sweet.

that's certainly a stale config. Just remove the line:
LoadModule dir_module libexec/apache/mod_dir.so
check that httpd has it built-in via:
httpd -l
if
LoadModule dir_module libexec/apache/mod_dir.so
DirectoryIndex index.pl
