I was able to install it with the following command:
C:\>ppm install http://trouchelle.com/ppm10/Apache-DBI-Cache.ppd
Downloading Apache-DBI-Cache-0.08...done
Unpacking Apache-DBI-Cache-0.08...done
Generating HTML for Apache-DBI-Cache-0.08...done
Updating files in site a
