This is about the problem with mpeg1 files and creating a DVD from them.
This was actually a dvdauthor problem that has been fixed in the newest
version.
I can confirm that it handles mpeg1 DVD files properly now.

you want a mp3 stream but usally a VCD only has a mp2 Audio stream.

This may be off-topic because I don't know which tool is responsible for
the problem but it may as well be mjpegtools.
I have a PAL VCD file like I have created with mjpegtools hundreds of
times (I think) and burnt to VCD and played on my DVD player without any
problems.
