ed it with mplayer and it's ok.
So at the end I was able to make a SVCD using yuvscaler and the command
I used was (in case it could help someone in the future):
cat video.mpg | mpeg2dec -s -o YUV | yuvscaler -n n -O SVCD | mpeg2enc
-F 4 -f 4 -o video.m1v
