Not too helpful but I have been having the same issue (twice in the past
two days!)
I am on Internode HFC and I 'spose you must be on some variety of the
same going off VLAN2.
Powering off the NTD for a minute helps but it's getting annoying.
I'm on 7.1 and happy to help test any fixes :)

Hi all,
I'm running OpenBSD snapshots on QEMU (amd64) via a VPS provider, I
upgraded yesterday and now I'm unable to boot.
The panic is: pvclock0: unstable result on stable clock
Excuse the images as a NoVNC console is the only out-of-band access I have:

Apologies for hijacking but how can I redirect other hosts to a pair in PF?
I've tried adding a route manually to the hosts via the gateway and adding a
rdr-to in PF but I can't reach any hosts in the second rdomain, only the
gateway.
Cheers,
Zach

Did you try booting in single mode? "boot -s" at the boot prompt, then mount -a
to mount /usr/bin.
