Trying to send accented characters using OpenBSD's (v5.9) email server I get
a "501 5.1.3: Recipient address syntax error" because the local part of the
address has an "é" ("e" with an acute accent) in the name. Does OpenSMTPD
support these characters? How can I enable this on my server?

I have an OpenBSD 5.9 and an OpenBSD 6.0 server each set up as email servers.
The v5.9 server adds a message-id header to outgoing emails, the v6.0 does
not. Looking at the change log for each release it states that for v5.9

I have configured an OpenSMPTD server to use port 587 upon which to receive
inbound mail. When the email is delivered I do not see a message-id from
this originating SMTP server, instead I see a message-id header inserted by
the last server in the line, i.e. in this case my office's Exchange server
