I have a strange problem with OpenBSD 6.2, which looks like a bug.
Steps to reproduce :
* sh /etc/netstart -> everything works. Routing table :
root@fw-t-wan-chut01:~ # netstat -rnf inet
I don't have another box to run these on, but with Hexdump, it looks like
these two particular VMs are:
OpenBSD 6.1-current (GENERIC) #54: Fri Apr 14 13:51:22 MDT 2017
OpenBSD 6.3 (GENERIC) #1: Sat Apr 21 13:49:17 CEST 2018
Neither one boots.

I found a lot of PRO/1000 adapters listed in the em driver man page but
CT version is not included.
Does anybody know?

Im pretty sure that this variant intel Pro1000 would be supported
by the em(4) Driver
I have multiple devices running
various generations of Intel Pro 1000 Cards and they work fine

Since the CT version uses the Intel 82574L Controller, I think it will work.
