Try a -current snapshot, if that doesn't help, send (to the
list, not to me personally) a full untrimmed dmesg, pcidump -vxx
might be useful too.

All networkcards are visible when booting an debian-live cd, so the cards are
not broken.
Is there some setting we need to set for openbsd to have all network card
