hoststated not setting up rules in pf

Hi, I'm in the process of configuring a layer-3 hoststated load balancer here and I can't seem to get it to work. From what I can tell, hoststated never creates the relevant `rdr' rules in pf. My configuration files are pasted at the end of the email. I think I configured both pf and hoststated
