nat-to for external interface with two static ips

I have 2 static ips for one of my firewalls, when I loaded 4.7 I used the statement: match out on egress from (ingress:network) to any nat-to (egress), this works fine except I noticed with tcpdump that I am really only getting the use of one ip. What would be a better nat-to for use with 2 ip's.
