Since all of the manpages
AFAICT most (or all, if it's a PCI limitation) PCI SATA cards do not
run at full speed.
Perhaps you already know this, but I thought it worth mentioning.

mount it. If I connect the same HDD by USB hotplug works as expected. Is
there a way to enable hotplug for eSATA devices on OpenBSD? Or is it
