Yeah quite often bugs are assigned to people for long periods of time
while no work has begun. Then if you're sure no fix is immanent it's
safe to change the assignee. That happens all the time throughout Launchpad.

All,
Please remember to assign a bug to yourself before embarking on any
serious progress toward it. Several times this past week I've found
other people working on the same bugs as me, because people are
forgetting to update or check bug status/assignee. Duplicating effort is
of course frust
